As Procurement & Contracts Manager, you will lead procurement and commercial activities for major Energy & Natural Resources projects in the Netherlands and Europe. You’ll work with cross-functional teams to shape procurement strategies, manage tendering and contract negotiations, and oversee interfaces across multiple packages. You play a pivotal role in delivering value through robust commercial and contractual governance. Verantwoordelijkheden
- Develop procurement and contracting strategies aligned with project schedules, risk profiles and market conditions
- Lead supplier pre-qualification, market sounding and RFIs
- Prepare tender documentation (ITT, specs, contracts) and manage RFP processes
- Coordinate technical and commercial bid evaluations and award recommendations
- Lead and support contract negotiations and finalisation
- Manage commercial interfaces between packages and suppliers
- Coordinate commercial, technical, financial and legal workstreams
- Ensure procurement processes comply with client governance and approvals
- Provide commercial and contractual support during project execution (FIDIC/NEC/bespoke contracts)
- Monitor contractor obligations, milestones and deliverables; manage variations and contractual changes
- Prepare commercial reporting and governance materials for Steering Committees and investment bodies
- Support capability development and business development within ENR in the Netherlands
- Collaborate across Turner & Townsend capabilities and international teams
- Identify opportunities with existing and new clients
Belangrijkste vereisten
- 10+ years in procurement, contracts management or commercial management
- Significant experience in major construction/EPC environments, preferably energy,industrial, power or infrastructure
- Proven track record leading complex procurement and contractual activities and advising senior stakeholders
- Strong experience negotiating and managing EPC, construction, supply and/or service contracts
- Desirable: experience in CCUS, hydrogen, renewable energy, power, grid infrastructure, decarbonisation or related energy transition projects
- Experience with FIDIC contracts and/or other standard forms
- Full project lifecycle understanding from development through execution
- Experience working in multi-contract environments and managing interfaces
- Strong commercial awareness and negotiation skills
- Excellent stakeholder management and communication capabilities
- Structured, proactive, independent procurement process and negotiation leadership
- Bachelor's or master's degree in Engineering, Law, Quantity Surveying, Commercial Management or related field
- Professional fluency in English; Dutch is a plus
